The Department
of Fisheries (DOF) is responsible for the control and monitoring
of distribution and consumption of fisheries products. Since production
and capture of marine shrimp is an important economic fishery, production
control and monitoring is required to ensure that high quality and
safe shrimp of are produced. Quality shrimp guidelines for the sustainable
shrimp culture industry have been developed from an existing processing
standard of DOF, harvest and transportation of CODEX, and Code of
Conduct (CoC) Guideline. In addition, shrimp farm guideline has
developed from CODEX, and CoC of Food and Agriculture Organization
of the United Nations (FAO).

DOF has set
up the Code of Conduct for upstream shrimp production (marine shrimp
hatchery and farm guideline). This guideline is divided into two
sections for marine shrimp hatchery & nursery, and for marine
shrimp farm. Each guideline consists of 11 items which are checked
and includes site selection, farm management, shrimp stock density,
feed, shrimp health, therapeutic agent & chemicals, effluent
and sediment, harvest and transportation, social responsibilities,
farm grouping and data collection.
DOF certifies
marine shrimp feed by registration of aquatic animal feed. Licenses
shall be issued for aquatic feed production and import. Random checking
at shrimp feed factory is carried out to ensure the feed quality.
Marine products
from upstream processes will be delivered to the processing plant
for further processing. A certification will be issued to a processing
plant that certifies its production qualities meet the Hazard Analysis
Critical Control Point (HACCP) standard. Before the processing plant
receives this certification, their product is randomly checked and
analysed for product quality. If the product is for export, a guideline
for export shrimp product will be applied.
There are three
types of export shrimp products that require inspection i.e. frozen
raw shrimp, frozen cooked shrimp, and frozen value added shrimp
product.
As previously
described DOF uses the CoC as a guideline for certifying the whole
shrimp production line, from farm to table, to create a sustainable
shrimp culture industry in Thailand. Furthermore, DOF has established
quality shrimp guidelines that allow producing safe products for
consumers without therapeutic agents and chemical residue and impacts
to the environment.
